No. It’s not the official language. There’re of course some people who speak Arabic either because of their family roots or because of the region they are living in. 

About the culture.. I wouldn’t say that they are same. There’s actually a huge difference between Arabic and Turkish culture. Turkish culture is richer in many dimensions (no offense my Arabic friends). This is mainly because Turkey’s more open and there’s more interaction going on with the Turkish society and the rest of the world.
